[Antelope] web server changes and contrib repository

The cvs repository for antelope contrib has been unavailable since past 
Friday due to a change
in the webserver for geology.indiana.edu, which had been set up to allow 
browsing of the contrib
repository.  My apologies if this has inconvenienced anyone. 

A reason this hasn't been fixed yet is that unless I hear some serious 
complaints about doing
so I plan to convert the repository to use "git" instead of "cvs".  This 
process has been stalled
by may lack of time and trying to make sure we do this right.   If 
someone out there has
a strong immediate need for the cvsweb view of the repository I could 
resurrect it, but I'm hoping
to get the replacement with git up and going soon anyway.  Please let me 
know if this
is causes you headaches and it might prompt me to finish this sooner 
rather than later.

On a more positive note you may note I recently finally posted the links 
to the 4.8 and 4.9
releases tags for contrib.  We need a 4.10 version, but it hasn't been 
built yet.  Anyone wanting a 4.10
version can get a pretty close approximation by using the latest tar.
