[Antelope] Mime Type for miniseed file

Thanks Chad -- I will bring up the issue with ANSS or
Caltech, we provide data to both.

And use application/vnd.fdsn.*

IANA doesn't list x. mime types anymore and
the rfc says that they discourage its use
because "registration is now easier."

We shall see...
